whenFlag [<name>]: If this option is set, the block will only be used if a member of the %flags (%Globals::flags) hash with the specified name is set. This is useful to enable or disable a group of block options easily.

whenNotFlag [<name>]: If this option is set, the block will only be used if a member of the %flags hash with the specified name is not set. This is useful to enable or disable a group of block options easily.

Currently, only plugins or the eval console command could change %flags so this is only useful to developers.
